Ceiling height, permit history, grade and intended use decide most garage conversions before anyone draws a line. Answer seven questions and see what stands in the way, plus the drawing set the conversion will need.

Ceiling height. Habitable rooms generally need at least 7 feet of clear ceiling height, and a great many Bay Area garages were framed to sit just under that once you add a finished ceiling, insulation and any ductwork. If you are already under 7 feet at the framing, the fix is either lowering the slab or raising the roof structure, and both turn a light conversion into a structural project. Measure to the underside of the lowest beam, not to the highest point between joists.
Permit history. If the garage itself was never permitted, or nobody knows, the conversion is really two projects: legalizing what is there, then converting it. That starts with an accurate as-built measure-up and a drawing set that documents existing conditions honestly. Grade. A garage cut into a slope brings moisture, drainage and egress into the conversation. Sleeping rooms need an emergency escape and rescue opening, which on a below-grade wall means a window well sized and detailed on the drawings rather than assumed.
What you are converting it into. An ADU is a full dwelling: kitchen, bathroom, independent entrance and its own energy compliance. A JADU is capped at 500 square feet and has to sit inside the walls of the single-family house, so a detached garage generally cannot become one. A bedroom or office is conditioned space and picks up Title 24 alteration requirements. An unconditioned gym or storage room avoids the energy modeling but still normally needs permits for the electrical, structural and occupancy changes.
Garage conversions get rejected on detail, not on concept. Plan check wants to see the existing condition and the proposed condition side by side, with the garage door infill drawn as a real assembly, the slab and any step-down or drainage slope addressed, insulation and fire separation called out at the shared wall and ceiling, and egress and light and ventilation demonstrated room by room. Where infilling the garage door opening changes a shear wall or header, or where lowering the slab affects the foundation, structural sheets and calculations are prepared and stamped by an independently licensed engineer we coordinate with. We do not perform or stamp engineering ourselves, and we do not build. What we deliver is a coordinated, submittal-ready set that gives your project the cleanest possible run at plan check, which is not the same as a guaranteed outcome.
It is the single hardest constraint on this list. Habitable rooms generally need at least 7 ft of clear ceiling height, so you are looking at either lowering the slab or raising the roof framing. Both are real structural work and both need an independently licensed engineer, whom we coordinate with, to design and stamp the structural portion. An unconditioned storage or gym use is usually the simpler alternative.
Legalize first, convert second. That means an accurate as-built measure-up and a drawing set documenting what is actually there, submitted so the city can bring the existing structure onto the record. Trying to convert unpermitted construction without addressing its status is the most common way these projects stall.
If the conversion becomes an ADU, state law generally does not require replacement parking. If it becomes a bedroom, office or family room that is not an ADU, that exemption does not apply and your local zoning may still expect the off-street space, which is why having other on-site parking matters.
Almost always yes. Avoiding conditioned space avoids the Title 24 energy modeling, but permits are still normally required for electrical work, any structural change such as infilling the garage door, and the change in how the space is used. Skipping the permit is what creates the red tag problem later.
